
The
County of Santa Cruz Redevelopment Agency retained RRM, Inc. under a general
environmental services contract to perform Phase I and II Environmental
Site Assessment (ESA) work for Agency projects located throughout the
county. Under this contract, RRM was hired to perform a standard Phase I
ESA in accordance with the American Society For Testing and Materials
(ASTM) Practice E 1527 00 and Agency requirements for a commercial
property to be redeveloped into the Live Oak Library. The Agency requested
an expedited turn around time for the Phase I ESA to meet the stringent
construction schedule for the new library.
RRM completed the Phase I ESA within the required time period. Although there were no historical or current recognized environmental conditions identified in the Phase I ESA report, RRM investigators identified several areas within the commercial building that could potentially contain asbestos.
At the request of the Agency, RRM performed an asbestos-containing
materials (ACM) survey throughout the commercial building. Laboratory
results indicated that the flooring and heater vent insulation wrapping
contained ACM and needed to be removed. RRM, with the aid of a State-licensed
asbestos abatement subcontractor, developed the appropriate health and
safety program, ambient air-monitoring program, and ACM abatement plan
for the project. To keep the construction schedule on track, RRM completed
the ACM abatement work quickly and efficiently, but with safety as the
highest priority. RRM supplied the required reporting documentation to
the necessary parties for the procurement of planning and building permits.
The Agency was able to maintain the desired construction schedule, avoid
cost overruns from work delays, and open the library to the public on
schedule.
RRM continues to provide the County of Santa Cruz Redevelopment Agency with environmental consulting services under a general services contract.
