Mr. Buskirk has 12 years of professional experience in the field of environmental management, engineering, and geology. He has managed many projects involving Phase I Environmental Site Assessments (ESAs), site investigations, site remediation, and site closures. He has directed groundwater monitoring and operations and maintenance programs at numerous facilities including Superfund sites, landfills, oil refineries, semi-conductor manufacturing facilities, bulk fuel storage facilities, and service stations. Clients have included major oil companies, the semi-conductor industry, and the chemical manufacturing industry. The following highlight Mr. Buskirk's experience in these areas:
- Supervised several soil and groundwater investigations at VOC and petroleum hydrocarbon impacted sites in Northern California. Managed soil boring and groundwater monitoring well installation, development, and sampling. Provided ongoing reporting and client/regulatory correspondence.
- Designed and implemented quarterly groundwater monitoring programs for a major oil company’s refinery in Northern California with over 500 monitoring wells; several Superfund sites in Silicon Valley; and numerous retail service station facilities throughout California. Project work included the development of field procedures and protocols and the application of quality assurance/quality control methodology to meet or exceed regulatory requirements.
- Management of operations and maintenance programs for more that 40 groundwater and soil vapor treatment systems at various semi-conductor manufacturing and retail service station facilities throughout Northern California. Project work included equipment specif-ication, treatment system installation management, management of operations and maintenance technical staff, equipment troubleshooting, and fulfillment of regulatory reporting requirements.
- Performed several Phase I ESAs at industrial and commercial properties throughout Northern California. Project work included evaluation of regulatory files for pertinent information, historical research, aerial photograph reconnaissance, site inspections, and report preparation to meet ASTM standards for ESA preparation.
- Managed compliance with State Water Resources Control Board UST Cleanup Fund (Fund) and Electronic Data Submittal (EDS) requirements. Fund work included preparation of claim applications, liaison for application completion, pre-approvals, reimbursement requests, and response to various other requests for documentation. EDS work included data acquisition, preparation of files suitable for upload to Geotracker, and regulatory compliance for periodic Geotracker submittals.
- Supervised field services departments at three Northern California environmental consulting firms. Departmental responsibilities included field equipment procurement, scheduling, and maintenance; field materials purchasing and inventory control; fleet scheduling and maintenance; and technical support for various field services including well development, groundwater sampling, treatment system operations and maintenance, tank removal support, and hazardous materials sampling, profiling, and disposal coordination.
- As a former Company Safety Officer, Mr. Buskirk designed, implemented, and provided the training required for an Injury and Illness Prevention Program, a Hazard Communication Program, a Confined Space Entry Program, a Respiratory Protection Program, and a Personal Protective Equipment Program.
